SUBJ: 2021 FEDERAL ASIAN PACIFIC AMERICAN COUNCIL (FAPAC) 36TH
ANNUAL NATIONAL LEADERSHIP TRAINING PROGRAM (NLTP)
1. This ALCOAST announces the 36th Federal Asian Pacific American
Council National Leadership Training Program which will be held
virtually, May 25-27, 2021. The theme is "Advancing Leaders Through
Purpose-Driven Service."
2. The purpose of this training program is to foster education,
career development, and training, as well as provide networking and
mentoring opportunities to attendees. While the focus of the
affinity conference is identified in the title, all conferences are
open for ALL employees to attend, regardless of gender, race, or
ethnicity. In alignment with the Commandant's Diversity & Inclusion
Action Plan, the Coast Guard supports and encourages participation
in affinity group symposiums in an effort to increase the retention
of a diverse and talented workforce. Affinity group events are
valuable professional development opportunities that provide a forum
for mentoring, networking, and optimizing career success for the
total workforce.
3. IAW DHS Conference Policy, if the event is an online/virtual
conference and the registration fee is under $2,500 per person,
irrespective of the number of attendees, then a conference package
is not required. However, the Office of Diversity & Inclusion COMDT
(CG-127) is the Coast Guard's coordinator for the FAPAC NLTP and has
the responsibility to account for all attendance and overall costs
to DHS by providing a final count of all USCG participants in the
FAPAC NLTP.

HQS-SMB-CG-127-Conference@uscg.mil:

        iv. Unit/Office Division
        v. Current PDS Location
        vi. Previous Attendee (Y/N)
    b. Commanding Officers are encourage to support the professional
development of government personnel. However, on-line registration
fees will be at unit expense. The FAPAC NLTP registration fee is
$295 for FAPAC members and $495 for non-FAPAC members. All
participants will be responsible for establishing their online
platform and connectivity to the FAPAC NLTP event. For more
