Congressional Proclamation honoring the U.S. Coast Guard Auxiliary for 85th anniversary

Congress honored the U.S. Coast Guard Auxiliary with a proclamation read by Rep. Nick LaLota recognizing the significant and enduring contributions of Auxiliarists across the nation. Lieutenant Chris Booth from the Office of the Chief Director of Auxiliary at Coast Guard Headquarters described the proclamation as, “Truly unforgettable recognition that serves as a fitting tribute to the selfless volunteerism continuously exhibited by Auxiliarists as they educate America’s recreational boating public and augment important Coast Guard missions.” This special acknowledgment highlights the unwavering dedication and impact of our volunteers supporting Team Coast Guard.

1. This ALCOAST announces the 36th Federal Asian Pacific American
Council National Leadership Training Program which will be held
virtually, May 25-27, 2021. The theme is "Advancing Leaders Through
Purpose-Driven Service."
2. The purpose of this training program is to foster education,
career development, and training, as well as provide networking and
mentoring opportunities to attendees. While the focus of the
affinity conference is identified in the title, all conferences are
open for ALL employees to attend, regardless of gender, race, or
ethnicity. In alignment with the Commandant's Diversity & Inclusion

1. The 2021 ANSO Virtual Eastern Region Symposium (ERS) will be
held 5 May 2021. This year's theme is "Maintaining a Culture of

2. The 2019-2023 USCG Diversity and Inclusion Action Plan supports
and encourages participation in affinity group conferences in an
effort to increase retention of a diverse and talented workforce.
Affinity groups and their conferences are force multipliers for
recruiting, retention, and professional development and supports
the overall 2018-2022 USCG Strategic Plan and the FY 2021-2024
DHS Inclusive Diversity Strategic Plan. ANSO in particular,
provides networking and partnering opportunities with other Sea
Services by providing role models and mentors for CG junior officers,
enlisted members, civilian employees, cadets and officer candidates.
Affinity group conferences promote belongingness and understanding
which increases retention and supports CG diversity efforts. These
events are valuable professional development opportunities that
provide a forum for mentoring, networking and optimizing career
success. All employees (active duty, Reservists, civilians, and
Auxiliarists) are encouraged to attend. Underrepresented minority
groups and women will particularly benefit from networking with
others who share their demographic background and non-minorities
will have an opportunity to learn about issues and challenges
facing underrepresented groups. CG leaders and supervisors will
benefit by becoming acquainted with the unique histories and
challenges of particular demographic groups in the workforce
which will allow greater comfort level for understanding and
promoting workforce diversity.
3. COMDT (CG-127) will coordinate the Conference Attendance and
will account for all attendance and overall cost. All CG employees
desiring to attend the conference must submit a completed TDY
worksheet signed by their chain of command to CPO Jomar Dunham
and CDR Chaning Burgess at Jomar.R.Dunham@uscg.mil,

4. CO/OICs are encouraged to promote and support the professional
development of all government employees. COMDT (CG-127) will cover
registration fees ($100 per person) for the first 25 applicants,
with the highest priority being given to junior members and first
time attendees. COMDT (CG-127) will notify applicants directly if
registrations will be funded.
5. Permissive orders for military members are authorized. Whether
on official orders or self-funded, civilian employees attendance
including travel time is considered work time. For civilian employees
supervisory approval to attend during work time (including a
reasonable amount of travel time) must be indicated by email,
and reflected in the remarks section of the employee's timecard.
The remarks must state the employee is approved work and travel
time to attend the ANSO Conference during his/her scheduled tour

1. This ALCOAST announces the U.S. Naval Institute's Coast Guard
Essay contest.
2. Overview. Located at the U.S. Naval Academy in Annapolis,
MD, the U.S. Naval Institute (USNI), a private, non-profit,
non-partisan organization, has provided an open forum for
rigorous debate, informed discussion, thought leadership, and
professional development for members of the Naval Services
since 1873. The vision and mission of the USNI is to give a voice
to those who seek the finest Navy, Marine Corps, and Coast Guard
by providing an independent forum for those who dare to read,
think, speak, and write to advance the professional, literary,
and scientific understanding of sea power and other issues critical
to global security. USNI is known for its flagship magazine,
Proceedings, and a variety of historical and professional books.
3. Summary. The Naval Institute's Coast Guard Essay Contest
is open to all personnel: active duty, reservists, veterans and
civilians from any of the nation's sea services. It provides members
an opportunity to identify areas to make the Coast Guard stronger.
4. The Challenge. What can the U.S. Coast Guard do today to be more
effective tomorrow? No subject is too large or too small. All topics
are welcome, one might consider: changes required to meet new global
missions, barriers preventing the USCG from fully executing its
missions and how to remove them, how best to integrate the USCG's
unique authorities, capabilities and partnerships with other sea
services, innovative ideas to help make the Coast Guard a more
capable and resilient instrument of national security globally, or
how to leverage partnerships to more cooperatively defend and
secure the homeland.
    a. Eligibility: Open to all contributors - active-duty, military,
reservists, veterans and civilians. The essay must be original and
not published or being considered for publication elsewhere.
    b. Length: 2,500 words maximum, excluding notes and sources.
    c. Prizes: First prize - $5,000. Second prize - $2,500. Third
prize - $1,500.
    d. Submission Deadline: the deadline for entries is 30 April
2021. Note: essays are submitted directly to USNI and the
U.S. Coast Guard plays no role in selecting the winning essays.
Applicants must ensure entries conform to Chapter 6, sections (A)
through (C) of REF (A). Essays must be original and not previously
published or being considered for publication elsewhere.
    e. Additional details: submit the essay as a word document

1. The 33rd Annual Joint Women's Leadership Symposium (JWLS)
will be held August 31-September 01, 2021 at the Norfolk
Waterside Marriott in Norfolk, VA. The annual symposium
is the largest gathering of women in uniform in the nation.
This year's symposium is built around the theme "Illuminating
Our Leaders: Today, Tomorrow, and Beyond" and will capture
the importance of a focused and clear path through career
and leadership development and recognizing the diverse group
of service members who lead by example in today's uniformed
services. The first day of the conference will be a Joint
Service day featuring plenary keynote sessions, joint breakout
discussions and networking, followed by a second day featuring
branch-specific sessions to promote discussion of topics such
as leadership, mentorship, military policy and family wellness
and networking with leadership.
2. While the focus of the affinity conference is identified in
the title, all conferences are open for ALL employees to attend,
regardless of gender, race, or ethnicity. In alignment with the
Vice Commandant's "Carry Our Message" campaign, the Coast Guard
supports and encourages participation in affinity group symposiums
in an effort to increase the retention of a diverse and talented
workforce. These events are valuable professional development
opportunities that provide a forum for mentoring, networking,
and optimizing career success for the total workforce.
3. In accordance with REFs (A) and (B), the Office of Diversity
and Inclusion (CG-127) is the Coast Guard's coordinator for this
event and has responsibility to account for all attendance and
overall costs to DHS. Coast Guard funded attendance is limited.
All travel and registration fees will be covered by the member's
unit funds. To request attendance, members must submit a TDY
Travel Request Worksheet through their chain of command for
unit-level approval. Once command approval has been obtained,
members will email their approved TDY request to:
HQS-SMB-JWLS@uscg.mil no later than Friday, 04 June 2021.
Approval priority will be based on the following criteria:
(1) first time attendees, (2) junior members, and (3) all
others, with consideration given to leadership experience.
COMDT (CG-127) will issue final approval to attendees via
email no later than 02 Jul 2021. Once attendees are notified
that their attendance is approved, they may register for the
conference.
4. Commanding Officers/OICs are strongly encouraged to support
the professional development of civilian and military personnel.
However, attendance will be at the unit's expense. If funding
is not available:
    a. For military members permissive orders are authorized
IAW CH 2.a.10. of REF (C). Attendance via permissive orders
is unlimited for military members, but members must notify
COMDT (CG-127) via email to: HQS-SMB-OWLS@uscg.mil for
accountability.
    b. Commands are advised to be aware of the paragraph phrasing
required on all orders for attendees, it can be found located
in CH 1 G.2.d of REF (C).
    c. For civilian employees, attendance including travel time
is considered work time. For civilian employees self-funding
attendance and travel, supervisory approval to attend during
work time (including a reasonable amount of travel time) must
be indicated by email, and reflected in the remarks section of
the employee's timecard. The remarks must state supervisory
approval that the employee is approved work and travel time
to attend the JWLS during his/her scheduled tour of duty from
31 August 2021 to 01 September 2021. The employee's attendance
at events outside of the employee's scheduled tour of duty is
not required and is at the employee's discretion; therefore,
overtime and compensatory time for work cannot be approved.
Civilians attending must notify COMDT (CG-127) via email
to: HQS-SMB-JWLS@uscg.mil for accountability.
5. Due to the events of the COVID-19 pandemic, SSLA will be
closely monitoring the latest pandemic news and its effects
on the safety of traveling members for this symposium. Options
for virtual attendance or a live stream opportunity for those
who are not selected to attend or feel unsafe to travel are
being discussed and will likely be available for the event.
The discussions are currently underway, a message will be
sent out with the information as SSLA completes their plans
for the virtual element.
6. DHS requires a post-conference report 30 days after the
event. To comply, all travelers must submit a copy of their
completed travel claim settlement to COMDT (CG-127) via email
to: HQS-SMB-JWLS@uscg.mil no later than 20 September 2021.
7. Symposium attendance information:
    a. Agenda information and registration is available at:

attend both days. Plan for events to conclude at 1700
each day.
    b. Do not register until you have been approved by COMDT
(CG-127) to attend.
    c. For interested members: There will be a Career Transitioning
Seminar on 02 Sept, 2021, the day following the completion of
the JWLS. The seminar is included in the registration costs
for those who are interested, or is $75 for the one day.
    d. Uniform of the day is Tropical Blue Long.
    e. Attendees are responsible for making their own travel and
lodging accommodations through ADTRAV. JWLS has a room block at
the govt rate at the host hotel: Norfolk Waterside Marriott
(address 235 E Main St. Norfolk, VA 23510). Due to the limited
amount of rooms and the number of military members traveling
these rooms will go quickly. This room block is only good until
27 August 2021.
    f. Make all travel reservations AFTER you receive approval

1. The Coast Guard Mutual Assistance Invitational Golf Tournament
will be held from 5-8 May 2021 at the Barefoot Resort Golf Club
in North Myrtle Beach, SC. This is the same location as the 2020
tournament.
2. The tournament is open to all Active Duty, Reserve, Auxiliary,
Retired and civilian personnel of the Coast Guard as well as
military and civilian dependents and guests.
3. The tournament consists of 3 days of individual stroke
play followed by a team scramble event on Saturday. Arrangements
have been made to ensure proper social distancing, including
assigned tee times and dining facilities set up to maximize
social distancing and minimize interaction amongst unassociated
participants. All staff members and participants are required to
wear a face mask while indoors at the golf course club house as
outlined by State, City or County ordinances. Face masks are not
required on the golf course. Prizes and awards will be handed out
during the event. The basic tournament package consists of four
18-holes rounds of golf, accommodations for 3 nights, 3 lunches
and continental breakfast each morning. Additional rounds of golf
and additional nights lodging are available at discounted rates.
Discounted registration is available for Active Duty personnel,
E-6 and below and Civilian employees GS-7 and below. More details
on this event, including registration requirements, resort

4. The registration deadline is 31 March 2021 or until the
field is full. Entries received after that date will be
accepted on a space-available basis.
5. In accordance with paragraph 2.A.10 of REF (A) and subject
to command approval, administrative absence may be authorized
for active duty and reserve participants. Civilian employees
wishing to participate in this event may use annual leave,
accrued compensatory time off or earned credit hours
(if available), or leave without pay.
6. Enlisted members participating in the May SWE should have their
exams sent to Exam Operational Facility Code (OPFAC) 05-37080.

1. The City of Elizabeth City, NC is excited to announce
the inaugural Coast Guard Half Marathon and Guardians of
the Atlantic 5K!
2. Due to COVID-19, this event will be held virtually so
participants can run from anywhere around the world. The
event begins 06 March 2021 and participants must complete
their race by 31 March 2021. The intent is to make this an
annual in-person, full marathon/5K event in the future.
3. To register for this event or learn more about the race,
visit CoastGuardRun.com. Team registration is available, and the
registration deadline is 31 March 2021.
4. Interested parties are encouraged to explore Community Service
Command's MWR Sports Grant Program to defer registration costs.
