Copy Of VSC Form (ANSC 7012) To Boater?

Question: Must a copy of the VSC form (ANSC 7012) be provided to the inspected vessel operator? The VSC Manual says "should be given a copy" (page 8 - Conducting the Vessel Safety Check). If the VSC form is not used and, therefore, a copy not provided to the vessel operator, does the inspection count for currency requirements and can it be submitted for entry on the ANSC 7038 form?
