OFAC - Cuba sanctions

The Office of Foreign Assets Control (OFAC) issued a notice [located at http://www.treasury.gov/resource-center/sanctions/OFAC-Enforcement/Pages/20150604.aspx] removing various Cuban-related individuals and entities, including a number of shipping companies, from the list of specially designated nationals (SDNs). U.S. Coast Guard reports sinking off of Cap-Haitien Haiti

The US Coast Guard issued a news release [located at http://www.uscgnews.com/go/doc/4007/2423646/ ] stating that the seven crew members of the coastal freighter Calypso were rescued when the vessel began taking on water while about 45 miles north of Cap-Haitien, Haiti. Soon thereafter, the vessel sank.

The Australian Maritime Safety Authority (AMSA) issued a media release stating that there is a global scam offering overseas residents a Maritime Security Identification Card (MSID) and Australian visas to gain jobs with cruise companies. These offers are invalid and are actually attempts to illegally obtain money and personal identification from responders. (6/17/14).

US Coast Guard isses news releases about a cargo ship aground near St. Croix.

The 221-foot MV Commander successfully refloated and anchored in the vicinity of Protestant Cay Feb. 1, 2014, after the cargo ship grounded on Round Reef just outside Christiansted Harbor Jan. 31, 2014. Caribbean Electric Ray

The National Oceanic and Atmospheric Administration (NOAA) issued a notice stating that received a petition to list the Caribbean electric ray as threatened or endangered under the Endangered Species Act. The Caribbean electric ray inhabits coastal waters from North Carolina south, in the Gulf of Mexico, and in the Caribbean Sea. Comments on the petition should be submitted by 31 March. 79 Fed. The International Maritime Rescue Federation (IMRF)announced the latest developments in the planning of their International Mass Rescue Conference, to be held in Gothenburg, Sweden, on
1-3 June 2014.

This is the third of the IMRF's international conferences on maritime mass rescue operations, known as the 'Gothenburg series'. The conferences are hosted by the Swedish Sea Rescue Society.

Major incidents severely test responders' capabilities; even more so when rescue or relief efforts involve operations on the water.

The 2010 and 2012 conferences in the Gothenburg series, and the 2011 World Maritime Rescue Congress in Shanghai, China, helped to highlight and address many of these challenges.

Category (c) 20 States not elected under (a) or (b) above, which have special interests in maritime transport or navigation and whose election to the Council will ensure the representation of all major geographic areas of the world:

Australia, Bahamas, Belgium, Chile, Cyprus, Denmark, Indonesia, Jamaica, Kenya, Liberia, Malaysia, Malta, Mexico, Morocco, Peru, Philippines, Singapore, South Africa, Thailand, Turkey.

USCG - Wider Caribbean Region Special Area

The US Coast Guard issued a bulletin reminding stakeholders that amendments to MARPOL Annex V (Garbage) entered into effect on 1 January 2013 and established a general prohibition on discharges of garbage into the sea. Disposal of garbage into designated special areas is particularly restricted. Among the designated special areas under Annex V is the Wider Caribbean Region Special Area, which includes the Gulf of Mexico and the Caribbean Sea. The Coast Guard has noticed a recent increase in the number of MARPOL Annex V-related deficiencies during port state control (PSC) exams of vessels calling on Gulf of Mexico ports. A foreign vessel that improperly disposes of garbage in a special area may be subject to a number of PSC interventions. MSIB 39-13 (11/5/13).

NOAA ANNOUNCES END OF PAPER CHARTS

In a news release issued this week, The National Oceanic and Atmospheric Administration (NOAA) said that they will stop printing traditional paper nautical charts effective 13 April 2014. However, other forms of nautical charts, print-on-demand charts and versions for electronic systems will still be available.

EXCUSES FOR NOT WEARING A LIFE JACKET

Top 5 excuses boaters give for not wearing a life jacket according to the
National Safe Boating Council.

You can still have fun on the water while wearing a life jacket and boating responsibly. Here are the top 5 excuses not to wear a life jacket we hear from boaters.

1. "I have life jackets on board." Having life jackets on board the vessel is not enough. Accidents happen too fast to put on a stowed life jacket.

2. "I'm a strong swimmer." Even a strong swimmer needs to wear a life jacket. During an emergency, clothing can become heavy or waterlogged while in the water.

3. "It's too hot and doesn't look cool." Old-fashioned, bulky orange life jackets have been replaced with new styles, like inflatable life jackets that may resemble a pair of suspenders or a belt pack. These are much cooler in the warmer weather.

4. "It gets in the way." There are life jacket styles available for any recreational water activity — fishing, water sports, hunting, paddling and more. There are even styles for pets!

5. "Nothing is going to happen to me." Face it, accidents happen. Boating can be a fun, safe and enjoyable activity, but when the "Wear It!" message is ignored, the consequences can be grim.

VOICE DISTRESS, SAFETY & CALLING FREQUENCY 2182 & 2187.5 KHZ TO TERMINATE

According to a US Coast Guard alert, the radio guard for International Voice Distress, Safety and calling frequency 2182 kHz will terminate. In addition, DSC, (International Digital Selective Calling)distress and safety frequency 2187.5kHz along with marine information and weather broadcasts on 2670kHz will terminate also.

However, the Coast Guard will continue to maintain watch on VHF-FM 16 (156.8 MHz) and on existing voice and DSC frequencies in the 4,6,8,&12 MHz bands.

Cruise Ship Fire in Bahamas

5/27/13 In a news release, the U.S. Coast Guard reported that they responded to a fire on the Royal Caribbean ship Grandeur of the Seas. Location was approximately 35 miles northeast of West End Bahamas.

No reports of injury (2,224 passengers and 796 crew). Reports states that the fire began on the third deck mooring area and spread to the crew lunge on the fourth deck. The Ship's fire response crew extinguished the fire after two hours.

The Grandeur of the Sea sailed back to Freeport under it's own power.

Maritime Administration seeking comments on Security & Safety Certification

The Maritime Administration (MARAD) issued a notice stating that it is seeking comments on its new policy to certify cruise ship security and safety training providers. MARAD is proposing a voluntary certification program for training providers to assure the general public that passenger cruise vessel security and safety personnel have received training that complies with the Cruise Vessel Security and Safety Act (CVSSA) mandated model standards. Comments on the new policy should be submitted by 22 July. 78 Fed. Reg. 30956 (May 23, 2013).

The news release stating that Canadian and Chilean rescuers have been presented with the International Maritime Organization (IMO) Award for Exceptional Bravery at Sea 2012, during a special ceremony held on 26 November 2012 at IMO Headquarters in London. Sergeant Janick Gilbert (posthumously), Master Corporal Max Lahaye-Lemay and Master Corporal Marco Journeyman, crew members of the Royal Canadian Air Force's 424 (Transport and Rescue) Squadron, were nominated by the Government of Canada, in recognition of the exceptional bravery which was displayed by them, in saving the lives of two Inuit hunters stranded in an open boat in icy waters near Igloolik, Nunavut. Able Seaman César Flores, a rescue swimmer in the aerial detachment of the Chilean Navy, was nominated by the Government of Chile, in recognition of the exceptional bravery which he displayed in rescuing seven survivors from the motor launch Rosita V, in Locos islet, Moraleda Channel, in extremely dangerous weather, and at considerable risk to his own life. US Virgin Islands - Parasail Captain indicted

09 Nov 12 The US Coast Guard issued a news release stating that a boat captain in the US Virgin Islands has been indicted for his involvement in the death of a parasailer on 15 November 2011. On that date, the captain was conducting parasail excursions. A woman and her daughter were hoisted into the air as wind conditions were deteriorating. The strong winds and a weak tow-line allegedly caused the tow-line to break. The two women fell into the water, resulting in the death of the mother and serious injuries to the daughter. The captain subsequently surrendered his merchant mariner's license.

SABA BANK IN THE CARIBBEAN

The Saba Bank, in the north-eastern Caribbean area of the Kingdom of the Netherlands, was formally designated as a Particularly Sensitive Sea Area (PSSA) by the Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO), when it met for its 64th session from 1 to 5 October 2012, at IMO Headquarters in London.

The MEPC also discussed matters relating to energy-efficiency, ballast water management and ship-recycling.

Removal of Grounded vessel in Puerto Rico

The United States Coast Guard stated in a recent New Release that an abandoned freighter that is grounded will be refloated and tower to a location where it will sunk in waters with a minimun depth of 600 feet. The Freighter Jireh went aground on Mona Island on June 21st. Over 5000 gallons of oil/water, 600 tons of cargo and 110 tons of steel have been removed.

PUERTO RICO AND US VIRGIN ISLANDS - PORT CONDITION YANKEE

An announcement was made by the United States Coa.st Guard that due to Tropical Storm Isaac, Port Condition Yankee has been set for U.S. Virgin Islands and Puerto Rico. In addition, it is anticipated that Port Condition Zulu will go into effect at 2000 (local time)on 22 August for US Virgin Islands and midnight for various ports in Puerto Rico.

Port Condition Whiskey set for waters of Puerto Rico

The US Coast Guard issued a news release stating that Captain of the Port (COTP) San Juan has set Port Condition Whiskey for waters of Puerto Rico and the US Virgin Islands. A tropical storm Isaac is expected to pass just south of those islands on Thursday, 23 August. Vessels and port facilities in the vicinity should check their contingency plans and take appropriate steps.

RADIOTELEPHONE DISTRESS WATCHKEEPING

Mariners are advised that due to the aging Coast Guard Medium Frequency radio infrastructure, calls to the Coast Guard on the international radiotelephone distress frequency 2182 kHz may not be reliably received by the Coast Guard. Areas where maritime broadcasts on 2670 kHz are being received satisfactorily by mariners should not be affected. Similarly, mariners using high frequency (HF) radiotelephones equipped with digital selective calling (DSC) capable of operating on the 4, 6, 8, 12 and 16 MHz distress frequencies should not be affected. Coast Guard watchkeeping services on these HF radiotelephone and DSC distress frequencies are posted at http://www.navcen.uscg.gov/?pageName=cgcommsCall.
Mariners who receive a distress alert or call that has not been acknowledged by the Coast Guard are asked to assist if possible and advise the nearest Coast Guard unit using whatever means are practicable.

U.S. Coast Guard responds to collision in Caribbean Sea

MIAMI — The Coast Guard is responding to a vessel collision on the Caribbean Sea Saturday.

The collision occurred early Saturday between the 557-foot United Kingdom-flagged motor vessel Seagate and the 492-foot Liberia-flagged motor vessel Timor Stream approximately 60 miles northeast of Isle de Tortue, Haiti.

It was reported the motor vessel Seagate was taking on water, and had 21 crewmembers aboard, 18 of whom boarded life rafts, while the remaining three crew members remained aboard to assess the damage. Of the 18 crewmembers who boarded life rafts, 17 were recovered by the motor vessel Timor Stream, and one was recovered by a good Samaritan motor yacht Battered Bull. All personnel are accounted for, and no injuries have been reported.

The captain of the motor vessel Seagate confirmed the vessel is stable, with minimal water in the engine room. However, as a result of the collision, one of the fuel tanks was punctured with a potential release of approximately 4,000 gallons of lube oil onboard.

The motor vessel Timor Stream has an unknown number of personnel aboard, and its crew confirmed the ship suffered minimal damage, is structurally sound, and will remain on scene until released by the Coast Guard.

The crew of the 210-foot Coast Guard Cutter Venturous, homeported in St. Petersburg, Fla., arrived on scene and assumed the role of on-scene commander. A Coast Guard helicopter crew and airplane crew are conducting overflight assessments.

"Our main focus now is to ensure the continued safety of the Seagate crew and to mitigate any further damage to the vessel or environment that may be caused by worsening weather," said Cmdr. Troy Hosmer, Venturous' commanding officer.

Irish Coast Guard to hold SAR conference

A major international conference on search and rescue will take place later this year in Killiney, Co. Dublin is being organised by the Irish Coast Guard in partnership with the UK-based Sheppard Group.

The Search and Rescue 2012 conference on March 15th and 16th will bring Coast Guard representatives from across Europe and the US, along with a range of other search and rescue experts. More than 200 delegates are expected to attend.

One of the keynote presentations will be from the Italian Coast Guard, which is attending in order to discuss the recent tragic incident of the Costa Concordia.

MUSTANG INFLATABLE PFD RECALL

This recall is being issued for the inspection and repair of an inflator installation inconsistency that may prevent some units from fully inflating. A solution has been developed that corrects any affected products and prevents re-occurrence of this issue. The inspection and repair can only be performed at a Mustang Survival factory.

WASHINGTON – What began two years ago as an information exchange between members of the International Affairs unit of the U.S. Coast Guard Auxiliary and a group of civilian volunteers and senior naval officials of the Dominican Republic has blossomed into a dynamic organization already credited with saving more than 30 lives of boaters at sea, including five Americans.

As the Coast Guard's new marine radio network Rescue 21 becomes operational throughout the U.S., rescue centers can now receive instant distress alerts from commonly used DSC-capable VHF marine radios. However, approximately 90% of VHF DSC distress alerts received by the Coast Guard do not contain position information, and approximately 60% do not contain a registered identity. The Coast Guard cannot effectively respond to a DSC distress alert sent from such a radio.

Deadlines and Interim Procedures for the Definitive Phase-out of Single Hull Oil Tankers

Conscious of its responsibility to safeguard its waterway, the Panama Canal Authority (ACP) has determined that effective December 31, 2012, single hull (single side/single bottom, single side/double bottom, or double side/single bottom) oil tankers of 600 tons deadweight and over but below 5,000 tons deadweight will no longer be allowed to transit the Panama Canal if loaded with oil (as defined in MARPOL, Annex I).

In the meantime, when aforementioned tankers arrive for transit loaded with oil, they will be assigned extraordinary tug assistance at all locks and through Culebra Cut at the vessel’s expense.

French Sea Rescue of St. Martin (volunteers) signed two partnership agreements of safety.

The French Sea Rescue Foundation of Saint-Martin also know as SNSM SXM, announced that they have recently signed two partnership agreements of safety. The volunteer SAR organization signed one agreement with the Regional Airport of Grand Case. This safety agreement is in case of a plane crash before or after the airport. Most recently, an agreement was signed with EDF, the National Electric Company. This agreement is in case of a marine pollution or diesel spill while tanks are being fueled. This is a very pro-active and unique approach for safety. Well done!

US & Panama - PANAMAX military exercise

The Department of Defense (DOD) issued a news release stating that a multi-national military exercise is being held to test plans to defend the Panama Canal. Co-sponsored with the Panamanian Government, PANAMAX is a joint combined operation focused on defending the vital waterway. The exercise will continue through August 26.

US Virgin Islands - container inspection

The US Coast Guard issued a news release stating that a multi-agency strike force operation (MASFO) at St. Thomas Harbor, US Virgin Islands, screened 121 shipping containers and physically inspected another 53 containers and portable tanks. The primary objective was to ensure compliance with federal, state, and local regulations pertaining to the safe shipment of cargo. Findings were negative for illegal drugs or contraband, but seven containers holding hazardous materials were detained due to insufficient markings and inadequate placarding.

Dangers Associated with DSC Radios

It has come to the Coast Guard's attention that an automatic channel switching feature found on certain models of Digital Selective Calling (DSC) equipped VHF marine radios may create an unintended hazard by automatically switching from a working channel that might be in use at the time to Channel 16 when the VHF marine radio receives a DSC distress alert, distress alert acknowledgment or other DSC call where a VHF channel number has been designated.
